Disguised Winnipeg murder suspect arrested in Surrey, B.C.

B.C.’s anti-gang agency arrested one of Canada’s most wanted in Surrey last month, after spotting the accused Winnipeg killer while he was out on parole.

Sgt. Sarbjit Sangha, of the Combined Forces Special Enforcement Unit-B.C., said 25-year-old Chad Dandan “was attempting to evade detection by concealing his identity” when uniformed officers recognized him on March 26.

Dandan, charged with a September 2024 murder, had been featured in the national BOLO (Be on the Look Out) campaign.

“The suspect took deliberate steps to avoid being recognized, but our officers’ training and vigilance led to his arrest,” said Sangha. “This is a strong example of the work our members do every day to enhance public safety.”

She said CFSEU then worked closely with Winnipeg police to co-ordinate Dandan’s return. He remains in custody pending further proceedings in Winnipeg.

On Sept. 10, 2024, Winnipeg Police were called to the 300-block of Bridge Lake Drive in connection with a missing 22-year-old Ontario man named Zeyad Vifan Shammo, who

had been abducted and was found dead at a residence three days later.

Two men, Sonny Balemba and Robert James Chaykowski were charged with first degree murder, kidnapping and extortion.

Dandan was later identified as a third suspect and charged.
